Lantania and Balzola to build headquarters in Warsaw for the Mazovia Assembly and Court of Appeal

  • The project involves an investment of over €56 million
  • They will construct two six-storey buildings with a public square between them

Madrid, 28 April 2026. Lantania, through its infrastructure division and its Polish subsidiary, Balzola, has been awarded the construction of two public buildings in Warsaw for a total amount of PLN 239.6 million (€56.4 million). The project, which will be carried out in a consortium with Pan Mediterranean Engineering Company, includes the construction of the new headquarters of the Mazovia Voivodeship Assembly and the Warsaw Court of Appeal.

The facilities will be built at 9 Świętojerska Street, in the heart of the Polish capital, in a strategic location next to the current premises of the Supreme Court and the Court of Appeal. The project involves the construction of two six-storey buildings, with a maximum height of 23.4 meters, as well as the creation of a public square between them, featuring green areas designed as an open space for citizens. Completion of the works is scheduled for mid-2029.

The Mazovia Voivodeship Assembly building, the legislative body of this Polish region equivalent to a Spanish autonomous community, will have more than 6,800 m² of usable floor space. It will house the Mazovia Voivodeship Assembly, the Chancellery, and other organizational units of the regional government. It will include plenary and committee rooms, offices, classrooms, an inner courtyard, and publicly accessible service areas.

Meanwhile, the new Warsaw Court of Appeal will have more than 5,300 m² of usable space. It will be divided into zones with different access levels, from public-use areas to high-security and special-security spaces. It will include courtrooms, offices for judicial divisions, and a confidential records area.

Both buildings will feature a modern management system enabling centralized control of technical installations, including lighting, ventilation, heating, air conditioning, energy consumption, and security systems. Environmental solutions will also be incorporated, such as green roofs, geothermal energy, photovoltaic installations, and bicycle infrastructure. The buildings will be fully accessible to people with disabilities.

The project, designed by Projekt Praga, proposes a harmonious integration of both buildings into the urban and historical surroundings, adopting a neomodernist aesthetic with references to the architectural language of the existing judicial environment. The main design challenge has been to integrate the buildings into a demanding architectural and historical setting of great significance to Warsaw’s identity. The architects have adopted a unified colour palette, with green tones inspired by the Supreme Court building and its colonnade surrounding the Warsaw Uprising Monument.

The contract also includes preparatory works, such as archaeological excavations and the demolition and partial reconstruction of the former school building located on the same plot, as well as the redevelopment of Wandy Telakowskiej Street.

Balzola Polska

Balzola Polska has been part of the Lantania Group since 2022. The Warsaw-based company began operations in 2008 and has since taken part in more than 70 projects across Poland, ranging from tramway infrastructure, urban developments and public buildings to road works. The company employs 130 people and has a turnover of around €75 million. Its most notable projects include the redevelopment of the emblematic Defilad Square in Warsaw, a key element in the development of the capital’s new city centre, and the Court of Appeal in the city of Łódź.
